I am pleased to join Mr. Phuong and Mr. Hart in warmly welcoming you to today’s coordination meeting on green growth. Let me take this opportunity to congratulate Vice Minister Phuong and MPI for the many achievements in promoting greener development pathway for Viet Nam’s economy.
Since the adoption of the Vietnam's Green Growth Strategy in 2012, more than 30 provincial and sectoral green growth action plans have been launched. Green development is incorporated into a number of development strategies and plans, and mainstreamed in key sectors such as construction, renewable energy, and transportation.
At UNDP we are proud to have supported the Government to make this green transition. In partnership also with USAID, the Strengthening Institutional Capacity on Green Growth project with MPI has issued guidelines and provided technical support to provinces and ministries in the development of their green growth action plans. Other important contributions include the revision and development of policies on environmental protection taxes, natural resources and greenhouse gas emission fees.
Looking at Viet Nam’s progress so far in the context of the global agreement to limit the greenhouse gas emissions that cause global warming, the total global commitments so far are unfortunately commensurate with an over 3 degree warmer world, which is double the target set in the Paris agreement. So it is imperative that every country can further step up the ambition. In this light, Viet Nam will need to increase its ambition in its Nationally Determined Contribution in the next review and global stock-take – suggesting expediting commitments to curb the country’s still fast-growing emissions, and accelerating progress on green growth.
Ladies and Gentlemen,
Viet Nam has made such remarkable progress since the Doi Moi reforms were enacted 30 years ago. Income poverty has fallen from over 58 to just 8 percent in 2014, and GDP per capita has grown from some US$400 to close to US$2,200 today. Long term gains have also been recorded in human development and Viet Nam met the majority of the MDG targets.
Yet in recent years Viet Nam’s economic model has run out of steam, and wider developmental progress has slowed. Growth has become less inclusive and economic activity and increasingly causes environmental damage, where the capacities and infrastructure for sustainable production and consumption at scale are not yet in place.
Green and inclusive growth embracing the Sustainable Development Goals presents a prime opportunity to rejuvenate the economy and bring positive effects to the livelihoods and quality of life of all Vietnamese. It has the potential for simultaneously boosting growth, creating new employment, and benefitting the environment. Green growth makes good business sense.
As we discuss the coordination and the future options to advance the green growth agenda, I would like to make four concrete suggestions for your consideration:
First, regular information exchange and experience sharing among provinces and government agencies on planning, investment, practices and technology development will help accelerate green actions. Close coordination among development partners will help to harness synergies and define focus of the support.
Secondly, a key driving force behind further change is awareness of consumers at all levels - in government, in enterprises and in the general public. Therefore it is important to invest tangibly in knowledge building, communication and advocacy, to generate demand for clean solutions on a large scale. The media and civil society organisations play a key role in helping people at large to become active. Such awareness goes hand in hand with accelerated regulatory action and setting high standards for environmental safety.
Thirdly, promoting green growth and addressing climate change requires innovative solutions and partnerships with businesses – both international and domestic. Private sector investment to complement government expenditure can substantially accelerate green growth and reduce the costs for Research & Development through the deployment of cutting edge technology adapted to Viet Nam’s unique conditions.
Lastly, to achieve the Green Growth and NDC targets, Viet Nam should aim to achieve 100 percent of renewables as the ambition set by the Climate Vulnerable Forum. Viet Nam’s Renewable Energy Development Strategy provides very good framework and initial targets for actions.
To stimulate rapid progression to this end, it is crucial to remove all barriers to investment in renewable energy as early as possible, through progressive reform of energy prices, taking measures to reduce the risks of investment, create incentives for investors, and improve transparency in the management of and support to state-owned enterprises in the energy sector.
Ladies and Gentlemen:
UNDP greatly appreciates the strong collaboration with the Government as well as with provinces, cities and other development partners, such as USAID, GIZ, BTC, KOICA and GGGI. We also appreciate the active role and increasing collaboration with business.
We are strongly committed to providing further support in promoting green growth, helping to invigorate a more sustainable and inclusive economy, and safeguarding Viet Nam from the impacts of climate change for today and future generations.
