EX-ACT user manual Estimating and Targeting Greenhouse Gas Mitigation in Agriculture
Ngày đăng: 22/04/2017Lượt xem: 1072The Ex-Ante Carbon-balance Tool (EX-ACT) is an appraisal system developed by FAO providing ex-ante estimates of the impact of agriculture and forestry development projects, programs and policies on the carbon- balance. The carbon-balance is defined as the net balance from all GHGs expressed in CO2 equivalent that were emitted or sequestered due to project implementation as compared to a business-as-usual scenario.EX-ACT is a land-based accounting system, estimating C stock changes (i.e. emissions or sinks of CO2) as well as GHG emissions per unit of land, expressed in equivalent tons of CO2 per hectare and year.
The tool helps project designers to estimate and prioritize project activities with high benefits in economic and climate change mitigation terms. The amount of GHG mitigation may also be used as part of economic analysis as well as for the application for funding additional project components. EX-ACT can be applied on a wide range of development projects from all AFOLU sub-sectors, including others projects on climate change mitigation, watershed development, production intensification, food security, livestock, forest management or land use change.
Furthermore, it is cost effective, requires a relatively small amount of data, and has resources (tables, maps) which can help in finding the required information. While EX- ACT is mostly used at project level it may easily be scaled-up to the program/sector level and can also be used for policy analysis. This manual provides all central information on methodology, application and utilization of EX-ACT and prepares the reader to its independent use. A shorter Quick Guidance is also available. EX-ACT is based on Microsoft Excel (without macros) and freely available from the FAO website.
This user manual was prepared by the EX-ACT team comprising Louis Bockel, Uwe Grewer and Chlo ̧ Fernandez from the Agriculture Development Economics Division (ESA) of FAO and Martial Bernoux from the Institut de Recherche pour le Développement (IRD). The document was initiated by the World Bank and profited from valuable comments and the overall guidance from Ademola Braimoh (World Bank) and Leslie Lipper (FAO).
